The government has proposed one licence, one registration, and one return for establishments. This will facilitate compliance in the sector as well as promote the ease of doing business in India. The proposed Bill is part of a major labour law reform, aimed at changing the existing statutory provisions in tune with emerging technologies. This is a welcome move as it will discourage the nexus between well-connected stakeholders in the system, and introduce more transparency into the internal working of establishments. Under the proposed code the number of labour law provisions will reduce from 622 to 134, which will help to curb corruption. Some of India’s labour laws are more than a century old and their refurbishment – not just streamlining – is the need of the hour. Also, labour laws have to be equally fair to both employees and workers, and their consistency is key to maximize the productivity of India’s innovative enterprises. More needs to be done, but at least a beginning has been attempted.
