Under the current circumstances, the government of Maharashtra (rightly) believes that a lockdown is the only way out. However, as we know from past experience, a lockdown hits the poor harder than the rich. The biggest policy issue facing the government (both state and Central) today is finding the right balance between financing development and safeguarding fiscal sustainability, between long-term development objectives and immediate requirements, and between investing in people and upgrading infrastructure. Improving efficiency through better economic management, along with enhanced transparency and governance will enable government to do more with less. In the long-run, strengthening the institutional framework through a more robust regulatory environment will help catalyse the much-needed additional private investment in the economy. We need to remember that the only true and sustainable development is inclusive development, whether there is a lockdown or no lockdown.
