Many of today’s vaccination-related dilemmas in India can only be adequately addressed when the supply-side strengthens itself. Existing vaccines need to be licensed/manufactured at scale. All private hospitals could be allowed to provide vaccination, and paid-vaccination centres should be expanded. Vaccine distribution facilities, as a whole, should be expanded throughout the country. The lessons of the second wave, especially from those parts of the country hit earliest, need to be carefully studied and employed elsewhere in India. More jumbo centres and drive-in facilities should be set up for providing large-scale vaccination in the country. The import of vaccines that can be safely used here could also be considered. Different age groups should be vaccinated in different hospitals, so as to avoid operational issues. Finally, until the supply-side of vaccination is suitably fortified, policymakers should focus on enhancing the flexibility and quality of overall healthcare infrastructure. India lags the world largely due to its legal and administrative complexities, and this is our chance to set it right.
