The Covid-19 pandemic constitutes both a global economic crisis as well as an unprecedented health crisis. The first task is to get manpower and money to hospitals and enhance their functioning. At the same time, suspected carriers must be encouraged to come forward for testing when outbreaks are small and possible to contain. Most of the administrative effort has (rightly) focused on restricting the virus from spreading. Monetary policy cannot repair broken supply chains or coax anxious people into venturing out. These obvious limitations help explain why stock markets failed to revive even after action by Central Banks. There is now no alternative to strengthening disaster management systems, both financial and physical, at all levels. Rather than keep using old tools, we need rapid innovation in the development of healthcare backup systems. The ongoing battle against Covid-19 will need global coordination
