Financing facility of Rs. one lakh crore will be provided for funding Agriculture Infrastructure Projects at farm-gate and aggregation points (Primary Agricultural Cooperative Societies, Farmers Producer Organizations, Agriculture entrepreneurs, Startups etc.)
Existing micro food enterprise, farmer producer organizations, self-help groups and cooperatives to be supported by the government. A cluster based approach will be used to promote the prominent products of the given area. This is in tune with the PM’s vision of Vocal for Local with Global outreach.
Government will launch the Pradhan Mantri Matsya Sampada Yojana (PMMSY) for integrated, sustainable and inclusive development of marine and inland fisheries. It will lead to additional fish production of 70 lakh tons over 5 years, generate employment to over 55 lakh people, and double exports to Rs. one lakh crore.
An Animal Husbandry Infrastructure Development Fund of Rs. 15,000 crore will be set up. Incentives will be given for establishing plants for the export of niche products.
A facilitative legal framework will be established for enabling farmers to engage with processors, aggregators, large retailers, exporters etc. in a fair and transparent manner. Risk mitigation for farmers, assured returns and quality standardization shall form an integral part of the framework.
