Farmers and Rural Economy

  1. Support of Rs. 4,200 crore provided under Rural Infrastructure Development Fund to states during March 2020 for rural infrastructure. This will help provide the necessary liquidity support to farmers and the rural economy in the post Covid-19 period.
  2. Government of India has permitted state governments to utilize State Disaster Response Fund (SDRF) for setting up shelter for migrants and providing them food and water Also, 7,200 new Self Help Groups of the urban poor have been formed in the period beginning March 15, 2020.
  3. A Social Security Scheme for Gig workers and Platform workers has been introduced, along with a reskilling fund for retrenched employees. All occupations are opened for women and they are permitted to work at night with adequate safeguards.
  4. NABARD will extend additional refinance support of Rs. 30,000 crore for crop loan requirement of Rural Co-op Banks and RRBs. This is over and above Rs. 90,000 crore to be provided by NABARD through the normal refinance route during this year.
  5. A special drive will be undertaken to provide concessional credit to PM-KISAN beneficiaries through the Kisan Credit Cards. Fishermen and Animal Husbandry farmers will also be included in this drive. This will enable 2.5 crore farmers to gain access to institutional credit at concessional interest rates.
